{"id":76219,"date":"2024-06-19T07:16:06","date_gmt":"2024-06-19T07:16:06","guid":{"rendered":"https:\/\/news.talkwithrattan.com\/index.php\/2024\/06\/19\/as-president-takes-oath-4-challenges-for-south-africas-new-government\/"},"modified":"2024-06-19T07:16:06","modified_gmt":"2024-06-19T07:16:06","slug":"as-president-takes-oath-4-challenges-for-south-africas-new-government","status":"publish","type":"post","link":"https:\/\/news.talkwithrattan.com\/index.php\/2024\/06\/19\/as-president-takes-oath-4-challenges-for-south-africas-new-government\/","title":{"rendered":"As President Takes Oath, 4 Challenges for South Africa\u2019s New Government"},"content":{"rendered":"<div style=\"text-align:center\"><img loading=\"lazy\" decoding=\"async\" width=\"1050\" height=\"550\" src=\"https:\/\/i2.wp.com\/static01.nyt.com\/images\/2024\/06\/19\/multimedia\/19SAFRICA_INAUGURATION-fvcb\/19SAFRICA_INAUGURATION-fvcb-facebookJumbo.jpg?resize=1050,550&amp;ssl=1\" class=\"attachment-post-thumbnail size-post-thumbnail wp-post-image\" alt=\"As President Takes Oath, 4 Challenges for South Africa\u2019s New Government\" title=\"As President Takes Oath, 4 Challenges for South Africa\u2019s New Government\" \/><\/div><p> <br \/>\n<\/p>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">President Cyril Ramaphosa of South Africa is scheduled to be sworn in on Wednesday for a second term, launching an administration that will be unlike any the country has experienced since apartheid ended in 1994.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For the first time, Mr. Ramaphosa\u2019s party, the African National Congress, or A.N.C., will have to govern in partnership with rival political parties because it <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/01\/world\/africa\/south-africa-election-results.html\" title=\"\">failed to win an absolute majority<\/a> in last month\u2019s election \u2014 getting just 40 percent of the vote.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Ramaphosa has touted <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/14\/world\/africa\/south-africa-anc-coalition-ramaphosa.html\" title=\"\">a new era of unity<\/a> and collaboration. Not everyone is sold.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The partnership includes the second-largest party, the Democratic Alliance, which got 22 percent of the vote and has long positioned itself as the fiercest of the A.N.C.\u2019s critics. The three other parties that have joined the coalition each won less than 4 percent of the vote: the Inkatha Freedom Party, the Patriotic Alliance and GOOD. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">A statement of basic principles \u2014 for what the parties are calling a \u201cgovernment of national unity\u201d \u2014 signed by the five coalition partners includes their policy priorities. But the document is light on specifics.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">How will they kick-start a sluggish economy? Will they continue with affirmative action policies vigorously favored by the A.N.C. but vehemently opposed by the Democratic Alliance? What about the contentious issue of racial disparities in land ownership?<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Here are four challenges that South Africa\u2019s new government will face.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-5202ce9e\">A rocky start could threaten the future.<\/h2>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">There already are hints of tensions that may cause a troubled relationship going forward.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ryan Coetzee, a former Democratic Alliance strategist who was involved in the coalition negotiations, <a class=\"css-yywogo\" href=\"https:\/\/www.news24.com\/news24\/Opinions\/Columnists\/GuestColumn\/ryan-coetzee-anc-will-turn-government-into-battleground-if-it-tries-to-neutralise-da-at-every-turn-20240617\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">wrote in a column<\/a> on News24, a South African news site, that the A.N.C., nearly to the bitter end of the deal making, seemed to resist the idea that it had to share power with the Democratic Alliance. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere can be no doubt that its aim is to neuter the D.A.,\u201d Mr. Coetzee wrote of the A.N.C. \u201cThis is a mistake, because it will turn the government into a permanent battleground and thereby threaten its existence from the very beginning.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Ramaphosa will quickly have to assemble a cabinet, taking into consideration ministerial posts for other parties. From there, the difficult work begins of setting aside personal and ideological gripes.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cI don\u2019t think it\u2019s going to be an easy marriage,\u201d said Thelela Ngcetane-Vika, a lecturer in international law and public policy at the School of Governance at the University of the Witwatersrand in Johannesburg.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-58ea5bf2\">The economy is so bad, solutions will be hard to come by.<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">At the heart of South Africans\u2019 discontent with the government is a sluggish economy defined by high unemployment, yawning inequality and deep poverty.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The coalition government\u2019s approach to the economy may well resemble that of the previous A.N.C.-led government, which embraced largely centrist policies, said Trudi Makhaya, a former economic adviser to Mr. Ramaphosa. \u201cI think the narrative and the rhetoric will change, but the substance won\u2019t,\u201d she said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Ramaphosa, for instance, already has embraced greater private-sector involvement in creating jobs and fueling the economy, but this new government\u2019s messaging will likely emphasize that even more, given the Democratic Alliance\u2019s free-market stance, Ms. Makhaya said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Democratic Alliance has called for the continuation of Operation Vulindlela, an initiative started under Mr. Ramaphosa that aims to strengthen critical infrastructure, some of it through privatization. The Democratic Alliance also could push the government to accelerate efforts to cut regulations in order to drive more investment in the country, Ms. Makhaya said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<p><h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-6ba60452\">The partners have vastly different views on race.<\/h2>\n<\/p>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The topic that promises to cause the biggest friction between the A.N.C. and the Democratic Alliance is how to tackle lingering racial disparities.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Many in the A.N.C. adamantly opposed a coalition, arguing that the Democratic Alliance denies the very existence of racism and wants to maintain the status quo of a white-dominated economy. Democratic Alliance officials have rejected that characterization.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe believe that transformation means improving efficiency, improving infrastructure and getting the state working,\u201d said Helen Zille, the chairperson of the Federal Council of the Democratic Alliance, explaining her party\u2019s approach to uplifting historically disadvantaged racial groups.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">During the election campaign, the Democratic Alliance proposed scrapping Black Economic Empowerment, one of the A.N.C.\u2019s signature measures to incentivize companies to have Black ownership and leadership. Because the law is so important to the A.N.C. and its base, Ms. Makhaya said she could foresee the Democratic Alliance pushing for reforms that may allow it to stand but make it more palatable to its supporters.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">One of the most contentious proxies for broader racial disparities is the fact that most of the country\u2019s land remains under white ownership. While leftist politicians \u2014 including many within the A.N.C. \u2014 have called for the government to take land from white owners without compensating them, a stance antithetical to the Democratic Alliance\u2019s economic philosophy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The A.N.C. has mostly adopted a centrist land policy, so it is unlikely to propose anything drastic. But Ms. Makhaya said the A.N.C. could better implement measures already on the books \u2014 like giving unused state-owned land to private individuals \u2014 to make some progress on land reform.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-5d260da2\">Coalition factions approach foreign policy differently.<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">The A.N.C. has aggressively leaned into a foreign policy that agitates against some of the interests of the West, most notably <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/11\/world\/middleeast\/genocide-case-israel-south-africa.html#:~:text=After%20three%20months%20besieging%20and,emergency%20suspension%20of%20the%20military\" title=\"\">accusing Israel of committing genocide in Gaza<\/a> in an international court and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/06\/12\/world\/africa\/south-africa-russia-us-lawmakers.html\" title=\"\">refusing to condemn<\/a> Russia\u2019s invasion of Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Democratic Alliance has tended to side more toward South Africa\u2019s Western allies, like the United States and the European Union, which, combined, have the largest trading relationships with the country.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cYou\u2019re going to see a lot of contestation and not so much of a common ground,\u201d on foreign policy, said Lebogang Legodi, a senior lecturer in politics and international relations at the University of Limpopo in South Africa.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Still, Mr. Ramaphosa has maintained a warm relationship with both Western powers and his allies like China and Russia. The main tensions with the Democratic Alliance could come in debates over South Africa\u2019s role in global institutions like BRICS, a multinational bloc that stands in competition to the West, and recently <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/25\/world\/middleeast\/iran-brics.html\" title=\"\">welcomed Iran<\/a> as one of its new members.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.nytimes.com\/2024\/06\/19\/world\/africa\/south-africa-inauguration-ramaphosa.html\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>President Cyril Ramaphosa of South Africa is scheduled to be sworn in on Wednesday for a second term, launching an administration that will be unlike any the country has experienced since apartheid ended in 1994.
