<\/div>\nFinanace Minister Nirmala Sitharaman is set to present her seventh consecutive Union Budget soon. The Budget, which is set to be presented in July, is a Full Budget. In February, she presented the Interim Budget, owing to the Lok Sabha elections that was scheduled to start from April. The FM has already started preparing for the Budget, holding meetings with stakeholders. However, all these are top secret affairs and any information is privy to only a select few.<\/caption>\n

\"Throwback<\/div>\nWhy is the Budget such a top secret, one may ask. This is because years ago, the Budget was leaked. The first Budget of independent India (1947-1948) was presented by Union Finance Minister Sir RK Shanmukham Chetty. Ahead of presenting it, UK Chancellor of the Exchequer Hugh Dalton told a journalist about the changes in taxes proposed in the Budget. This information was published before the Budget was tabled in the Parliament. A huge uproar followed, after which Dalton had to resign.<\/caption>\n

What happened in 1950?<\/h2>\n<\/div>\nThat was, however, not the only time the Budget was leaked. In 1950, a portion of the Union Budget leaked. This happened during the printing of the Budget papers, a process that was then done at the Rashtrapati Bhawan.<\/caption>\n

\"What<\/div>\nThe printing location was moved to a government press on Minto Road after the leak. The Secretariat Building in Delhi’s North Block basement has been the permanent location for budget printing since 1980.<\/caption>\n

\"Consequences\"\/<\/div>\nWith revenues of Rs 347.5 crore and expenses of Rs 337.88 crore, the 1950 budget was the first to achieve a surplus. Following the budget leak and protests over the former planning commission’s acquisition of vast powers, the then-finance minister, Matthai, was forced to step down.<\/caption>\n
