What\u2019s notable is that these efforts don\u2019t require untested technologies. Instead, they\u2019re based on ideas that are practical and already known to work.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">They offer a window into the need to adapt to the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/21\/climate\/heat-deaths-floods-drought.html\" title=\"\">new dangers of extreme heat<\/a> that have played out vividly in recent weeks, killing still-untold numbers of <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/24\/world\/europe\/hajj-mecca-explainer.html\" title=\"\">religious pilgrims<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/16\/world\/europe\/greece-heat-wave-hikers.html#:~:text=At%20least%20three%20other%20tourists,many%20parts%20of%20the%20country.\" title=\"\">tourists<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/29\/world\/asia\/india-delhi-hottest-day-ever.html\" title=\"\">election workers<\/a> around the world and driving up <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/22\/us\/heat-wave-illness-er-cdc.html\" title=\"\">emergency room visits<\/a> for heat-related ailments in the United States.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The World Meteorological Organization has said that heat now kills more people than any other extreme-weather hazard and has called for many more <a class=\"css-yywogo\" href=\"https:\/\/wmo.int\/news\/media-centre\/climate-change-bad-health-climate-services-save-lives\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">\u201ctailored climate products and services\u201d<\/a> to protect people\u2019s health, including easy-to-use tools to find help.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<p><h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-5ae0a961\">There\u2019s an app for that<\/h2>\n<\/p>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Iphigenia Keramitsoglou is an atmospheric physicist who specializes in remote-sensing data. She looks at the world from very far away.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Much of her work, though, isn\u2019t remote at all. Dr. Keramitsoglou led a team that built a cellphone app to give users real-time information about how to stay cool.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Put your location into Extrema Global and it will show the outside temperature, air quality and color-coded levels of heat risk. It will populate a map with places to cool down: parks, pools, fountains and air-conditioned public buildings like libraries. Tell the app where you want to go \u2014 say, from an apartment to a museum \u2014 and it will offer three options: the fastest route, the coolest route and the coolest route with places to rest.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It\u2019s distilled from the piles of useful data that Dr. Keramitsoglou, research director at the National Observatory in Athens, knew were out there, but not collected in one helpful place: weather data, tree maps, locations of city pools.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhat is better than bringing all this information into the hands of people?\u201d she said in an interview recently, as warm winds blew through Athens, a harbinger of wildfire weather. \u201cThis was the motivation, to bring things that I know that exist to the hands of people, so this information can be useful and save lives.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Greece has been on the front lines of heat and wildfire for the past several years. This month, as temperatures soared past 100 degrees Fahrenheit, or 38 degrees Celsius, several tourists around the country are thought to have died from heat-related causes. In Athens, the authorities closed the Acropolis, a tourist magnet, out of caution.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">An early avatar of Extrema Global was launched in 2018 in Athens. The app has since expanded to include Paris, Milan and Rotterdam. Other cities have spawned similar apps. Melbourne has an app that <a class=\"css-yywogo\" href=\"https:\/\/www.melbourne.vic.gov.au\/parking-and-transport\/streets-and-pedestrians\/Pages\/cool-routes.aspx#:~:text=%E2%80%8BCool%20Routes%20is%20an,the%20worst%20of%20the%20heat.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">maps shaded routes<\/a> for walkers and cyclists, and Barcelona has a mobile app that <a class=\"css-yywogo\" href=\"https:\/\/ajuntament.barcelona.cat\/apps\/en\/fonts-bcn\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">maps the city\u2019s fountains.<\/a><\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-5abc0f79\">Tiny insurance policy, big effect<\/h2>\n<p class=\"css-at9mc1 evys1bk0\">Hansa Ahir, a 55-year-old grandmother of two, goes to work before sunrise to keep her city from drowning in its own trash.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A tiny insurance program is now saving her from drowning in debt.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ms. Ahir wades through piles of trash in the storied Indian city of Ahmedabad and gathers whatever can be recycled \u2014 soda bottles, tomato cans, glass jars \u2014 then hauls it home to be cleaned, separated and sold. On average, she makes 200 rupees a day, around $2.40.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Since March, she said, extreme heat has cut her income by half. By midmorning, it\u2019s too hot to work. Her arms are red with rash. There are no public taps to refill her water bottle. She\u2019s been sick.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">What\u2019s kept her going is a tiny new insurance program that acts as a safety net on days of dangerous heat, offered to her by the Self-Employed Women\u2019s Association, an organization of 2.9 million women that Ms. Ahir joined 20 years ago. The insurance policy cost her 200 rupees for a year of coverage.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI was very surprised. I had never heard about insurance that would cover my inability to work in the heat,\u201d Ms. Ahir said by telephone this week. \u201cI thought, \u2018Let\u2019s try it out. It\u2019s just one day\u2019s wages.\u2019\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">It wasn\u2019t just that an insurance product was available. It was that it came through an organization she trusted.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The tiny insurance idea was pitched to the women\u2019s association by an American climate finance expert, Kathy Baughman McLeod, who heads a nonprofit group called Climate Resilience for All. She raised $250,000 to defray the cost of premiums. The women\u2019s group started it as a pilot program in 2023. This year, 50,000 members signed up \u2014 market vendors, subsistence farmers and waste recyclers like Ms. Ahir.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For the women, Ms. Baughman McLeod said, it was \u201ca leap of faith\u201d to spend their money on this kind of entirely new insurance. Many such leaps of faith are needed, she said, given the hazards. \u201cWe are just learning how to address heat. It\u2019s a new reality everyone is facing.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The program works like this: When temperatures are projected to reach danger levels, Ms. Ahir receives warning messages on her cellphone. When temperatures reach that threshold, insurance payments are triggered.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In May, when the city\u2019s maximum temperature reached 104 degrees Fahrenheit, or 40 Celsius, for three consecutive days, Ms. Ahir received a payout of 400 rupees in her bank account. With it, she bought medicine and groceries. In June, when daily highs spiked to 115 degrees Fahrenheit, she received an additional 750 rupees. With that, she paid her rent.<\/p>\n<h2 class=\"css-13o6u42 eoo0vm40\" id=\"link-345b102f\">A legal right to shade<\/h2>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Like many children of farmworkers, Edgar Franks began helping his parents in the fields before he was in middle school. There was the early-summer asparagus harvest in eastern Washington, then late-summer strawberries in Western Washington, then back home to Texas by September for school.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Now 44, Mr. Franks helps a new generation of farmworker families adapt to a new danger: extreme temperatures, mixed sometimes with wildfire smoke that hangs thick over the fields.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Franks organized farmworkers to press Washington State to put in place new rules to protect farmworkers\u2019 health. When temperatures reach 80 degrees Fahrenheit, farmworkers are entitled by law to ask for shade, water and paid breaks.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Washington is one of only five states in the country to have <a class=\"css-yywogo\" href=\"https:\/\/www.lni.wa.gov\/safety-health\/safety-training-materials\/workshops-events\/beheatsmart\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">outdoor worker protection rules<\/a> in place. It\u2019s a contrast to rollbacks of similar rules in Texas and Florida, where state laws now prohibit local ordinances that had entitled outdoor workers to mandatory water and rest breaks on excessively hot days.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Outdoor workers in agriculture and construction are among the most vulnerable of what the International Labour Organization says are <a class=\"css-yywogo\" href=\"https:\/\/www.ilo.org\/publications\/ensuring-safety-and-health-work-changing-climate\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">2.4 billion workers at risk<\/a> of heat hazards worldwide.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Washington\u2019s heat protection rules first came in 2008, but the old threshold of 89 degrees Fahrenheit wasn\u2019t enough to protect outdoor workers. Farmworkers picketed in front of state Labor Department offices. Several labor and community groups, including Familias Unidas por la Justicia, the union Mr. Franks works for, petitioned state officials.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The current emergency rules, with the lower threshold, were finalized in 2023. \u201cStill people are unfamiliar with the rules. It\u2019s still almost brand-new,\u201d said Tomas Ramon Vasquez, one of the founders of Familias Unidas.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Ramon, 39, is no stranger to the perils of heat. High temperatures exacerbated a long-running drought in his hometown in Oaxaca, Mexico, more than 20 years ago. His neighbors struggled to grow corn. Wells dried up. There was no other work to be found nearby, so Mr. Ramon left and made his way to California, then Oregon, then to the berry fields of Washington.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Franks says the summers have changed since his teenage years in the fields. \u201cIt\u2019s considerably worse.
