Go On Despite Alarm Over Exclusion of Women\" \/><\/div><p> <br \/>\n<\/p>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Taliban officials attended a rare, United Nations-led conference of global envoys to Afghanistan on Sunday, the first such meeting Taliban representatives have agreed to engage in, after organizers said Afghan women would be excluded from the talks.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The two-day conference in Doha, Qatar, is the third of its kind. It is part of a United Nations-led effort, known as the \u201cDoha process,\u201d started in May 2023. It is meant to develop a unified approach for international engagement with Afghanistan. Envoys from around 25 countries and regional organizations, including the European Union, the United States, Russia and China, are attending. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Taliban officials were not invited to the first meeting and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/19\/world\/asia\/taliban-boycott-united-nations-conference-afghanistan.html\" title=\"\">refused to attend<\/a> the second meeting, held in February, after objecting to the inclusion of Afghan civil society groups that attended.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The conference has drawn a fierce backlash in recent days after U.N. officials announced that Afghan women would not participate in discussions with Taliban officials. Human rights groups and Afghan women\u2019s groups have slammed the decision to exclude them as too severe a concession by the U.N. to persuade the Taliban to engage in the talks. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The decision to exclude women sets \u201ca deeply damaging precedent\u201d and risks \u201clegitimatizing their gender-based institutional system of oppression,\u201d Agn\u00e8s Callamard, the secretary general of Amnesty International, <a class=\"css-yywogo\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2024\/06\/global-un-hosted-doha-meeting-on-afghanistan-faces-a-credibility-test\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">said in a statement<\/a> referring to the Taliban\u2019s policies toward women. \u201cThe international community must adopt a clear and united stance: The rights of women and girls in Afghanistan are nonnegotiable.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Since seizing power from the U.S.-backed government in 2021, Taliban authorities have systematically rolled back women\u2019s rights, effectively erasing women from public life. Women and girls are barred from getting education beyond primary school and banned from most employment outside of education and health care, and they cannot travel significant distances without a male guardian.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Human rights monitors have described the government\u2019s policies as akin to \u201cgender apartheid\u201d and suggested that the systematic oppression of women and girls could amount to crimes against humanity. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">U.N. officials defended their decision to exclude Afghan women in the talks this week, insisting that the issue of women\u2019s rights will be brought up in discussions with the Taliban. They also said that they will meet Afghan civil society representatives before and after the talks with Taliban officials.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe issue of inclusive governance, women\u2019s rights, human rights writ large, will be a part of every single session,\u201d Rosemary DiCarlo, the U.N. political chief who is chairing the meeting, said in a news conference on Thursday. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Many Afghan women also called on Afghan activists invited to attend the side talks in Doha to boycott the discussions in protest.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The meeting represents an effort by the international community \u201cto normalize the Taliban,\u201d Rokhshana Rezai, an Afghan woman activist, <a class=\"css-yywogo\" href=\"https:\/\/x.com\/rezai_rokhshana\/status\/1806402267186405836\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">posted on X<\/a>.<span class=\"css-8l6xbc evw5hdy0\">  <\/span>\u201cI ask all those who believe in freedom and humanity to boycott this meeting, because this meeting is neither for the benefit of the Afghan people nor for the benefit of Afghan women.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The controversy around the conference underscores the heated tensions within the West over how to deal with Afghanistan\u2019s new government. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some groups have pushed to isolate the Taliban by using sticks, like sanctions, over carrots to persuade them to change their most controversial policies toward women. Others have sought to engage the new government, in the hope that fostering more dialogue would bring policy changes within Afghanistan to make the government more palatable to the West. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Officials who are seeking to engage the Taliban want to focus on critical issues like counterterrorism, given the presence of terrorist groups,<span class=\"css-8l6xbc evw5hdy0\">  <\/span>including the Islamic State affiliate in the region, on Afghan soil. They also say that without greater dialogue, Afghanistan could become more closely allied with Russia and China, both of which have been willing to overlook the Taliban\u2019s human rights record in engaging with their government.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">U.N. officials emphasized last week that the conference with Taliban officials did not represent a step toward formally recognizing the group as the legitimate rulers of Afghanistan.
