Col. Lee Sung-jun, a spokesman for the South\u2019s military, said the North\u2019s Hwasong-11 series missiles were believed to be capable of carrying payloads of half a ton to 2.5 tons, but that it was \u201ctheoretically possible\u201d to modify them to deliver a 4.5-ton payload.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But Colonel Lee accused North Korea of deceptively exaggerating its capabilities in the Tuesday report. One of the two missiles the North launched on Monday crashed in an empty field after an \u201cabnormal\u201d flight, he said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The United States has accused North Korea of <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/world\/un-experts-say-north-korea-missile-landed-ukraines-kharkiv-2024-04-29\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">supplying Hwasong-11 missiles<\/a> to Russia <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/01\/04\/us\/politics\/north-korea-russia-missiles.html\" title=\"\">for use against Ukraine.<\/a> \u200bBoth Pyongyang and Moscow have denied trading in arms, which would violate United Nations Security Council resolutions imposed on the North because of its nuclear weapons program.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The launch Monday was the second major weapons test reported by the North since its leader, Kim Jong-un, hosted President Vladimir V. Putin of Russia <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/19\/world\/asia\/putin-meets-kim-north-korea.html\" title=\"\">for talks in Pyongyang<\/a> on June 19. Last week, North Korea <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/06\/26\/world\/asia\/north-korea-missile-test.html\" title=\"\">claimed for the first time<\/a> that it had tested technology for launching several nuclear warheads with a single missile; the South cast doubt on that report, too.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">South Korea, citing the North\u2019s growing nuclear threat, has ramped up its own military spending\u200b in recent years. That includes its development of ballistic missiles with large warheads, meant to target <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2017\/09\/12\/world\/asia\/north-south-korea-decapitation-.html\" title=\"\">underground bunkers<\/a> where North Korea keeps its nuclear arsenal, and where its political and military leaders could hide in the event of war\u200b. The South has also procured <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2014\/09\/25\/business\/south-korea-to-buy-40-lockheed-fighter-jets.html\" title=\"\">American stealth jets<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In 2020, the South said it ha\u200bd developed a ballistic missile with \u200b <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/04\/19\/world\/asia\/korea-missiles-arms-race.html\" title=\"\">\u201cone of the largest warheads in the world\u200b.\u201d<\/a> I\u200bn 2021, Mr. Kim <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/01\/13\/world\/asia\/north-korea-kim-jong-un-nuclear.html\" title=\"\">vowed<\/a> to develop a \u201csuper-large nuclear warhead,\u201d\u200b and later that year, North Korea said it had launched <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/03\/25\/world\/asia\/north-korea-ballistic-missiles.html\" title=\"\">a new ballistic missile<\/a> that\u200b could carry a 2.5-ton warhead. \u200b<\/p>\n<p class=\"css-at9mc1 evys1bk0\">South Korean defense officials later said they were developing a ballistic missile with \u200ban even bigger warhead. South Korean news outlets said it could carry a payload of <a class=\"css-yywogo\" href=\"https:\/\/www.donga.com\/news\/article\/all\/20231227\/122796122\/1\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">up to \u200beight tons.<\/a><\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Putin\u2019s visit to Pyongyang last month triggered fears in the region that Russia would \u200bhelp North Korea develop its missiles in return for large shipments of artillery shells, ballistic missiles and other conventional munitions for Russia\u2019s war of attrition in Ukraine.\u200b Mr. Kim and Mr. Putin also signed a \u200btreaty that included a pledge of mutual defense if either \u200bcountry were attacked.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">North Korea said its missile test this week was a success \u201cof great significance.\u201d The results were reported to a plenary meeting of the ruling Workers\u2019 Party\u2019s Central Committee that ended on Monday, the state media report said.
