{"id":92189,"date":"2024-07-10T21:40:16","date_gmt":"2024-07-10T21:40:16","guid":{"rendered":"https:\/\/news.talkwithrattan.com\/index.php\/2024\/07\/10\/keir-starmer-pledges-to-beef-up-standards-watchdog-rules\/"},"modified":"2024-07-10T21:40:16","modified_gmt":"2024-07-10T21:40:16","slug":"keir-starmer-pledges-to-beef-up-standards-watchdog-rules","status":"publish","type":"post","link":"https:\/\/news.talkwithrattan.com\/index.php\/2024\/07\/10\/keir-starmer-pledges-to-beef-up-standards-watchdog-rules\/","title":{"rendered":"Keir Starmer pledges to beef up standards watchdog rules"},"content":{"rendered":"<div style=\"text-align:center\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/i2.wp.com\/ichef.bbci.co.uk\/news\/1024\/branded_news\/a0ab\/live\/2e419ca0-3efb-11ef-9d8a-cf5f4167d0f9.jpg?fit=1024,576&amp;ssl=1\" class=\"attachment-post-thumbnail size-post-thumbnail wp-post-image\" alt=\"Keir Starmer pledges to beef up standards watchdog rules\" title=\"Keir Starmer pledges to beef up standards watchdog rules\" \/><\/div><p> <br \/>\n<\/p>\n<div data-component=\"text-block\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The prime minister has promised to beef up the powers of his ministerial standards watchdog.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Sir Keir Starmer said he wants to allow Sir Laurie Magnus, his Independent Adviser on Ministers\u2019 Interests, to initiate his own investigations, rather than beginning them only after a request from No 10.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Sir Laurie was appointed by Rishi Sunak.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But critics have long believed the independent adviser was relatively toothless because they could not look into potential wrongdoing by a minister without the prime minister asking them to do so.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Sir Laurie&#8217;s two predecessors <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.com\/news\/uk-politics-61819747\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">resigned<!-- --><\/a> during Boris Johnson\u2019s time as prime minister.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Labour committed in its manifesto to setting up a new independent Ethics and Integrity Commission \u201cto ensure probity in government&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">It claimed \u201ctrust in politics has been shattered\u201d during the Conservative years in office, citing the parties that happened during the pandemic when large gatherings were banned.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Speaking to reporters at the Nato Summit in Washington DC, the prime minister acknowledged he was unsure of the mechanism that would be used to change Sir Laurie\u2019s powers.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cThe intention is clear, whatever the technical way of doing it is, we\u2019ll find a way to do it,\u201d he said.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Sir Keir spoke to Sir Laurie on his first day in Downing Street \u201cto have a discussion with him about standards and the enforcement of standards\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The prime minister said the importance of this had been impressed upon his ministers too.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cI was really clear with the cabinet that standards apply. I made it clear the ministerial code, they will be receiving a copy of it, and it will have the Nolan Principles inside and alongside it.\u201d<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The so-called Nolan Principles were first set out almost 30 years ago and aim to set a moral template against which those in high office should judge their actions.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\"><a target=\"_blank\" href=\"https:\/\/www.gov.uk\/government\/publications\/the-7-principles-of-public-life\/the-7-principles-of-public-life--2\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">The Seven Principles of Public Life<!-- --><\/a>, as they are also known, are selflessness, integrity, objectivity, accountability, openness, honesty and leadership.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cThat is the standards I expect of them. As I\u2019ve said throughout, people falling short of the required standards will face consequences, as you would expect,\u201d the prime minister said.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">For more than a decade there have been calls for the independent adviser on ministers&#8217; interests to be able to initiate their own investigations.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">In 2012, MPs called for the change  to be implemented saying they felt Sir Philip Mawer, the man in the role at the time, had been &#8220;cut out of the loop&#8221; of an inquiry into then-Conservative minister Liam Fox.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Dave Penman, head of the FDA trade union for senior civil servants, said in 2021 that the current situation creates an &#8220;obvious conflict&#8221;, adding: &#8220;The way to stop difficult decisions having to be made under the ministerial code is to stop any investigation in the first place.&#8221;<!-- --><\/p>\n<\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.bbc.com\/news\/articles\/c4ng8l9klrvo\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The prime minister has promised to beef up the powers of his ministerial standards watchdog.
