Arrest of Telegram CEO in France Raises Concerns
This investigation in India follows the recent arrest of Telegram CEO Pavel Durov in France. French authorities, led by the Office for Preventing Violence Against Minors (OFMIN), issued an arrest warrant for Durov as part of a preliminary investigation into several charges, including fraud, drug trafficking, cyberbullying, organized crime, and the promotion of terrorism. Concerns have been raised about Telegram’s moderation policies and its effectiveness in preventing criminal activities on its platform.
Indian Authorities’ Focus on Illegal Activities
The investigation by the Ministry of Home Affairs (MHA) and the Ministry of Electronics and Information Technology (MeitY) in India is particularly focused on Telegram’s alleged involvement in illegal activities such as extortion and gambling. While the possibility of a ban remains on the table, the final decision will be made after the investigation is completed.
Telegram’s Role in UGC-NEET Paper Leak
Telegram has previously come under fire for facilitating the spread of misinformation and illegal activities. The platform was recently implicated in the UGC-NEET controversy, where the medical entrance exam paper was leaked and widely shared on Telegram.
Reports indicate that the paper was being sold for amounts ranging from Rs 5,000 to Rs 10,000 on the platform.
Despite these challenges, Telegram has asserted its compliance with Indian laws, appointing a nodal officer and a chief compliance officer, and publishing monthly compliance reports. However, the Indian government has expressed frustration over Telegram’s lack of physical presence in the country, complicating enforcement efforts.
In October 2023, the Ministry of Electronics and Information Technology had issued notices to Telegram and other social media platforms, directing them to remove child sexual abuse material (CSAM) from their platforms.
