Centre readies ‘one nation, one poll’ draft; to reach out to all parties


New Delhi: The Centre is working on draft legislations for the implementation of ‘one nation, one election’ and would shortly begin its implementation exercise by attempting to build consensus across party lines, sources said.

The Law Ministry is working on three draft legislations (bills) based on the recommendations of the Ram Nath Kovind-led committee on simultaneous elections. Though the proposed legislations have not yet been approved by the Union Cabinet, the government may bring it as early as the ongoing Winter session of Parliament, they noted.

And the Cabinet in this week may take up the proposals for consideration, sources said.

The sources said once the bill or bills are introduced in Parliament, the government would like to refer the measures to a joint committee of the two Houses for wider consultations.

The government is also keen to consult all the Speakers of various state legislative assemblies through committees.


Moving ahead with its one nation, one election’ plan, the government in September accepted the recommendations of the high-level committee for holding simultaneous polls for the Lok Sabha, state assemblies and local bodies in a phased manner. Citing recommendations of the high-level committee, sources had said one of the proposed bills would seek to amend Article 82A by adding sub-clause (1) relating to the appointed date’. It will also seek to insert sub-clause (2) to Article 82A relating to the end of terms of the Lok Sabha and state legislative assemblies together.
